Board of County Road Commissioners Meeting Minutes
The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, September 15, 2004 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Chester Travis called the meeting to order at 9:00 a.m. There being no additions or corrections to the regular meeting minutes of September 1, 2004, they stand approved as printed and distributed.
COMMUNICATIONS
Letter from Bedford Township requesting “No Thru Trucks” in Valhalla subdivision
Letter from Calhoun County Sheriff's Department regarding targeted traffic enforcement on N Drive North
NEW BUSINESS
Moved by Commissioner Veramay and supported by Commissioner Bobrofsky to approve Career Development Request (Policy #52) for Barry Adams. Voice vote: Motion carried.
Moved by Commissioner Bobrofsky and supported by Commissioner Veramay to approve Traffic Control Orders (T.C.O.) 04-04-001 and 04-04-002; No Thru Trucks into Valhalla Heights Subdivision (Holly Road and Walker Road). Voice vote: Motion carried.
Moved by Commissioner Bobrofsky and supported by Commissioner Veramay to authorize Dennis A. Randolph, Managing Director, to sign the Design and construction Engineering Services Agreement with DLZ Michigan, Inc. for Custer Drive Bridge over the Kalamazoo River. Commissioner Travis asked if the bridge project would be for 2005. Mr. Randolph replied that we should be #1 on the critical bridge list; he will know very soon. Voice vote: Motion carried.
Moved by Commissioner Veramay and supported by Commissioner Bobrofsky to approve the September 10, 2004 accounts payable for $868,913.28. Voice vote: Motion carried.
Moved by Commissioner Bobrofsky and supported by Commissioner Veramay to approve the September 1, 2004 payroll for $134,263.41. Voice vote: Motion carried.
MANAGING DIRECTORS' REPORT
Mr. Randolph provided the Board with the following information:
He announced the 2004 Road Tour scheduled for October 26th. We will be leaving here at 9:00 am and lunch will be at the K.C.C. Albion Campus.
Roger Horton will be retiring November 1 st ; however September 20 th will be his last working day.
The land sale information for the Garfield Pit is included in the Board packets. That is scheduled for 6:00 pm on October 13 th .
DLZ will have the design completed so we can start as soon as the money is released in the spring.
River Road west of M-37 will be with Battle Creek next year.
The Beckley Road signal has been let and awarded, but we may not get it done until next year.
The chip & seal projects will be done this week.
We are paving on Beadle Lake Road then Main Street. There are about 20 more working days for paving.
Patching crews have been out.
Two new employees started this week; one more will start next week. We are still interviewing for a couple more.
We will be working on shoulders and ditching.
We will hold back on trees while the weather is good and we can still do other work.
Tom Frank, Albion Township Supervisor, asked about the miles of road work in Jackson County. Mr. Randolph provided a chart showing surrounding counties miles of roadwork for 2004. Mr. Frank asked if the roadside mowing crew was the same as in the spring. Jim Russell stated that they were the same crew all year and doing a better job this fall. Mr. Frank said the road surfaces look good. This is a bad year for brush. He asked about the status of the request for traffic signals on 30 Mile Road at M-60. Mr. Randolph indicated that this information was with MDOT.
Clarence Millard, Newton Township resident, said he is please to see the roadside mowed. He asked when the brining of gravel roads would start. Mr. Randolph replied that the lower tier of townships was already receiving the treatment.
Joseph Bramble, Convis Township resident, said that S Drive North between 13 Mile Road and 14 Mile Road is breaking up; as is Baseline Road and 16 Mile Road north of Walnut Point.
Eugene Hamaker, Marshall Township Supervisor, said that L Drive North east of Old 27 is falling apart. He inquired about the status of the request for traffic signals on Verona Road at 15 Mile Road; A Drive North at Old 27; Michigan Avenue at 15 Mile Road (for fire trucks). Mrs. Kline said that the study has been completed for MDOT and she is waiting to hear from them.
The next regular meeting of the Calhoun County Road Commission Board is scheduled for Wednesday, October 6, 2004 at 9:00 a.m. in their office at 13300 Fifteen Mile Road, Marshall Michigan.
There being no additional business before the Board, Chairperson Travis adjourned the meeting at 9:36 a.m.
