The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, July 7, 2004 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road , Marshall , Michigan .

Chairperson Chester Travis called the meeting to order at 9:00 a.m. There being no additions or corrections to the regular meeting minutes of June 16, 2004 , they stand approved as printed and distributed.

 

COMMUNICATIONS

•  Resolution from Burlington Township regarding road work

 

NEW BUSINESS

Moved by Commissioner Veramay and supported by Commissioner Travis to approve Capitol Hill Road and Marshall Parkway road names for new roads, Marengo Township. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve Quail Run Condominiums ( Quail Run Drive ; Nighthawk Lane ; White Heron Drive ; Sandhill Crane Court ) road names for new roads, Leroy Township . Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve Traffic Control Order (T.C.O.) 04-18-002 ; No Thru Trucks on McAllister Road from N Drive North to Q Drive North. Commissioner Travis noted we received a petition from residents circulated by J. R. Walter and a request from Pennfield Township . Mr. Walter said that all residents except 3 signed the petition. He asked when the signs would be posted. Mrs. Tabiadon explained they would take at least a week due to having to call Miss Dig and completing the proper paperwork. Voice vote: Motion carried.

 

TRAFFIC CONTROL ORDER

04-18-002

WHEREAS, McAllister between N Drive North ( Gorsline Road ) and Q Drive North ( Pennfield Road ), a County Local Road under the jurisdiction of the Calhoun County Road Commission; and

WHEREAS, under the authority granted in accordance with Section 257.726 of the Vehicle Code of the State of Michigan, the Calhoun County Road Commission can prohibit or otherwise limit truck traffic or designated alternate routes; and

WHEREAS, Pennfield Township has indicated the need for restrictions of truck traffic due to the nature of the roadway and the type of land use along McAllister Road . The Calhoun County Road Commission has reviewed conditions along McAllister and concurs with Pennfield Township .

NOW THEREFORE BE IT RESOLVED that the Calhoun County Road Commission designates: McAllister between N Drive North and Q Drive North in Pennfield Township , Calhoun County Michigan to be restricted to No Thru Trucks .

BE IT FURTHER RESOLVED, to rescind all priors Traffic Control Orders regulating these instructions.

BE IT FURTHER RESOLVED, that signs will be erected to give notice of the regulation hereinbefore established; and

BE IT FURTHER RESOLVED, that certified copy hereof be filed with the County Clerk of the County of Calhoun , Michigan .

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the June 25, 2004 accounts payable for $211,645.26. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the June 239, 2004 payroll for $135,158.01. Voice vote: Motion carried.

 

OTHER BUSINESS

David Fisher, C.P.A. with The Rehmann Group, conducted the 2003 financial audit. He provided the Board with the following comments:

 

Park Trustees

•  Conforms with Gasb-34

•  A slight decrease in fund deficit

•  Primarily a golf course and just breaking even

•  Recommended looking at other ways to address the deficit

 

Public Works

•  Conforms with Gasb-34

•  Contains all positive fund balances

 

Road Commission

•  Conforms with Gasb-34

•  Includes a new section called Management's Discussion and Analysis

•  The new statement format included infrastructure assets (roads, bridges, etc.)

•  Recommended disposing of the Ott Land Contract; establishing a payment plan for other funds to pay back the Road Commission; stop posting accounts payable estimated to the general ledger (it is very confusing during audit); determine the Housing Rehabilitation deficit cause; determine the Remonumentation deficit cause; planning has a positive fund balance.

Mrs. Johnson provided the Board with the following information:

•  The chip & seal crew is in Albion Township ; then Homer Township

•  The paving crew is in Lee Township ; then Marengo Township

•  The crews worked two Saturday s to take care of potholes. We have received a lot of calls.

•  We are averaging 50 hits per day on our Website. Permits and Addressing requests can be submitted via the website.

•  She updated the Board on Reuss Road status. We may have to close 2 other railroad crossings in the county and install lights and gates at Reuss Road .

Angela Kline, Assistant County Highway Engineer, said the Beadle Lake Road project has the leveling course and the top course paving will begin tomorrow. The guard rail was replaced at the lake and creek. There are about 19 working days left in the project.

Tom Frank, Albion Township Supervisor, said the road surfaces in Albion Township look good. The roadside mowing is the weak spot right now.

Robert Brownell, Marengo Township Supervisor, said that he counted 42 potholes on 22 ½ Mile Road between I-94 and H Drive North.

Clarence Millard, Newton Township resident, said that he would turn in more potholes, but the ones he turned in last month are still there. The deer reflectors on B Drive South need to have the grass cut around them. The guard rail in that same area is still damaged from 2 years ago and needs repairing.

Joseph Bramble, Convis Township resident, said they are right about the mowing.

Alice Goode, Convis Township resident, said the grass is too high around signs. She stated specific areas in her neighborhood she would like addressed.

J. R. Walter, Convis Township resident, said that McAllister Road across the river needs to have some guard rail installed for safety.

The next regular meeting of the Calhoun County Road Commission Board is scheduled for Wednesday, August 4, 2004 at 9:00 a.m. in their office at 13300 Fifteen Mile Road , Marshall Michigan. There being no additional business before the Board, Chairperson Travis adjourned the meeting at 9:51 a.m.
