The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, April 6, 2005 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Travis called meeting to order at 9:00 a.m. He stated that there being no additions or corrections to the regular meeting minutes of March 2, 2005 they stand approved as printed and distributed.

RESOLUTION 2005 - 05
WHEREAS , A agreement between the Michigan Department of Transportation and the Board of County Road Commissioners of the County of Calhoun, Michigan for the purpose of approving M.D.O.T. Number 2005-0127; Agenda: COM to exchange Federal funds from both the Surface Transportation Program (STP) and the Transportation Economic Development Fund (TEDF) for State funds at the rate of seventy-five cents ($0.75) in State funds to one dollar ($1.00) in allocated Federal funds.
BE IT RESOLVED , that Chairperson Chester E. Travis signs M.D.O.T. Number 2005-0127 on behalf of the Board of County Road Commissioners of the County of Calhoun.

RESOLUTION 2005 - 06
WHEREAS , A agreement between the Michigan Department of Transportation and the Board of County Road Commissioners of the County of Calhoun, Michigan for the purpose of approving Contract Number 04-5575, Job Number 78052, Control Section EDDF 13555, Federal Item Number EE 0191; and all together with necessary related work.
Reconstruction and hot mix asphalt overlay work along H Drive South from approximately 100 feet west of 2 ½ Mile Road to approximately 4700 feet east of 4 ½ Mile Road; including widening, aggregate shoulders, and intersection improvement work; and all together with necessary related work.
BE IT RESOLVED , that Chairperson Chester E. Travis and Vice-Chairperson David D. Veramay sign Contract Number 04-5575 on behalf of the Board of County Road Commissioners of the County of Calhoun.

Mrs. Tabiadon provided the Board with the following information:
The frost laws were removed effective Monday, April 4, 2005.
The crews have been concentrating on patching potholes and scraping gravel roads.
The roadwork list is coming together; there are still changes that will be made.
The 2004 financial audit is complete.
The cash balance report for March 2005 was included in the Board's packets.
Robert Brownell, Marengo Township Supervisor, asked about the status of 22 ½ Mile Road for the coming season of roadwork. Mrs. Tabiadon indicated that road was on the list for sealcoat for this year.
Pete Shrontz, Marengo Township Trustee, asked if the roads could have the berm pulled before they were seal coated; especially in the areas with known water problems. Mrs. Tabiadon said that would be mentioned to the supervisors.
Troy Radcliff, Newton Township Trustee, asked how the drivers determine when to apply salt. Jim Russell explained the process of snow and ice removal.
Tom Frank, Albion Township Supervisor, said that prime & double seal roads need annual repairs; they don't hold up. He mentioned especially B Drive South and J Drive South. Jim Russell and Commissioner Veramay reminded everyone that prime & double seal is not a permanent surface, but needs to be resealed every few years, depending on the traffic and weather. It was made known at the onset of the prime & double seal program that the townships would need to assist with keeping those roads in shape with matching funds.
Joseph Bramble, Convis Township resident, said that their roads are holding up pretty good.
Clarence Millard, Newton Township resident, said that he picked up trash in his neighborhood and found a road sign on a broken post; he will return it to the Road Commission.
The next regular meeting is scheduled for Wednesday, April 20, 2005 at 9:00 a.m.
