The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, April 20, 2005 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Travis called meeting to order at 9:00 a.m. He stated that there being no additions or corrections to the regular meeting minutes of April 6, 2005 they stand approved as printed and distributed.

NEW BUSINESS
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve 2004 Fiscal Year Annual Act 51 Financial Report, as presented; Chairperson and CFO to sign cover sheet. Voice vote: Motion carried.
Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve and sign the Final Plat for the Assessor's Plat of West Woodland Hills. Voice vote: Motion carried.
OTHER BUSINESS
Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve the April 10, 2005 accounts payable for $392,521.87. Voice vote: Motion carried.
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the April 13, 2005 payroll for $139,098.78. Voice vote: Motion carried.
Mr. Randolph provided the Board with the following information:
The crews have been pothole patching with several processes. The boom mower is working, the berm machine is operating and they are scraping shoulders and gravel roads.
They spent 2 days unplugging a large culvert in Leroy Township; complements of local beavers. The Drain Commission is going to try to live-trap them to prevent future problems.
The Custer Road Bridge has been approved for 2006. This will be our 7 th critical bridge project in 13 years.
Battle Creek City maintains all traffic signals in Calhoun County, including ours and MDOT's, along with their own. They have requested we maintain their traffic signs for them, along with our own and MDOT's. The agreement is being drawn up.
Traffic signals that are strictly on county roads (do not share jurisdiction with another agency) it is up to the discretion of the traffic engineer whether to install signals, flashers or signs. Traffic studies are good support for those decisions, but are not required by law.
The Act 51 Financial Report is our major financial report for the state.
Bridge Park Day is June 25 th and there will be a new bridge to dedicate.
Calhoun County Road Commission received awards from CRAM for outstanding customer service and our service request system.
The H Drive South, Phase II project is out to bid. He hopes to start mid-June.
The River Road project is managed by Battle Creek City. They are having trouble with a contractor and may get a later start with that project.
Commissioner Monaweck inquired how we locate which roads need repair. Mr. Randolph replied that our service requests are the basis for repairs, but our drivers and staff turn in requests, as do our supervisors. We work with township supervisors for their suggestions, also.
Commissioner Monaweck stated that residents are concerned about the safety of the H Drive South project at the intersection of 2 ½ Mile Road; will the reconstruction project planned for this summer address that? Mr. Randolph stated that the design is for a Federal Aid safe road built to MDOT and ASHTO standards, as required. The vision concern will be addressed with grade cut down, but increased speed issues are a law enforcement concern.
John Neterer, Leroy Township Supervisor, said there are drainage issues on B Drive South at 4 Mile Road and on D Drive South at 3 Mile Road.
Kelly Hadlich, Newton Township resident, said the 12 Mile Road bridge over the Kalamazoo River is narrow. Mr. Randolph explained the bridge is on the Historic Bridge Register and would be a fight with the Feds to widen it, which would require it to be taken down. It is a very sound structure, if narrow. He does not see that project in the near future.
The next regular meeting is scheduled for Wednesday, May 4, 2005 at 9:00 a.m.
