Board of County Road Commissioners Meeting Minutes


The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, March 2, 2005 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Travis called meeting to order at 9:00 a.m. He stated that there being no additions or corrections to the regular meeting minutes of February 16, 2005 they stand approved as printed and distributed.

Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve County Road Association of Michigan (C.R.A.M.) 2005 Policies, as presented and designate Dennis A Randolph as voting member at the Annual Meeting on March 17, 2005 in Lansing . Voice vote: Motion carried.

Moved by Commissioner Monaweck and supported by Commissioner Veramay to award 2005-2006-2007 29A Slag Bid to The Levy Company, per attached bid tabulation sheet . Voice vote: Motion carried.

OTHER BUSINESS

Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve the February 25, 2005 accounts payable for $171,739.77. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the February 16, 2005 payroll for $132,056.74. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the February 17, 2005 payroll for $5,791.36. Voice vote: Motion carried.

Mr. Randolph provided the Board with the following information:

•  The rest area bids are for State Maintenance work.

•  Regarding the signalization letters; he is meeting with the TSC manager on Friday to talk about the signal study requirements that consistently get rejected.

•  The bridge bids are for the Historic Bridge Park; hopefully they will be ready by the June Open House.

•  We worked on snow removal yesterday and clean up today. We have been using the sign shop guys and mechanics when we need drivers. The equipment has been good this year.

•  He would like to fill potholes on Saturday, if weather permits.

•  The cash report is good for the end of January.

•  We will be receiving a refund from Blue Cross Blue Shield of Michigan based on experience rates.

•  MDOT has an infrastructure bank and he will be sending applications for short term loans to cover township matching funds in advance.

•  Some of our bond payments are going to be ending next year.

•  He has sent a letter to townships reminding the boards to send roadwork requests in by March 15 th .

•  He attended a local M.T.A. meeting and will host one at the Bridge Park in August, as well as in December with speakers from the proposed casino.

•  He is continuing work with crash data.

•  He displayed a chart showing ice/snow/slush crashes which are decreasing over the past 10 years.

•  The annual deer crash reports show that Calhoun County has moved from #3 to #2 in the state.

•  He is working on year end reports for the County Board.

•  There is a Conservation Expo on Saturday, March 12 th at Marshall High School.

•  The Battle Creek Home Show will be March 17 th – March 19 th at Kellogg Arena.

Tom Frank, Albion Township Supervisor, said deer are not being harvested in his area. He said that F Drive South at M-99 could use a flasher as could 30 Mile Road at M-99. He said that the 1-800 telephone numbers are not in the Albion telephone directory. He thought the Road Commission should look at a wellness program to keep health costs down.

Eugene Hamaker, Marshall Township Supervisor, said the road commission has a good service request system if people would use it. He will help all they can to get the flashers in, as they are needed. He asked about using Solid Waste funds to pick up dead deer, since those are State deer the County Road Commission should not be spending money picking them up. He said the Solid Waste funds should not just be salted away in the bank.

Kelly Hadlich, Newton Township resident, said B Drive South between 11 Mile Road and 12 Mile Road is a washboard. Commissioner Travis explained that will settle as the frost leaves the ground. Mr. Hadlich asked if there were any plans for the B Drive intersections at M-311. Mr. Randolph explained those flashers were just installed a couple of years ago.

Jim Russell said that the frost laws went into effect on M-99 today.

The next regular meeting is scheduled for Wednesday, March 16, 2005 at 9:00 a.m. (This will be cancelled as Commissioners are attending the Annual Highway Conference)

The following meeting is scheduled for 9:00 am Wednesday April 6, 2005. There being no additional business before the Board, Chairperson Travis adjourned the meeting at 9:57 a.m.
