The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, February 2, 2005 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Travis called meeting to order at 9:02 a.m. He stated that there being no additions or corrections to the regular meeting minutes of January 19, 2005 they stand approved as printed and distributed.

NEW BUSINESS
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the Career Development Request (in accordance with Policy #52) for Barry Adams . Voice vote: Motion carried.
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve Resolution 2005 – 02; MDOT Contract 05-5003 Historic Bridges rehabilitation and restoration . Voice vote: Motion carried.
RESOLUTION 2005 - 02
WHEREAS , A agreement between the Michigan Department of Transportation and the Board of County Road Commissioners of the County of Calhoun, Michigan for the purpose of approving Contract Number 05-5003, Job Number 50920, Control Section STE 13411, Federal Item Number RR 3442 (Amendment to Contract 03-5290 dated July 1, 2003); and all together with necessary related work.
The Rehabilitation and restoration of the historic Bauer Road Bridge and the historic Charlotte Highway Bridge; and all together with necessary related work.
BE IT RESOLVED , that Chairperson Chester E. Travis and Vice-Chairperson David D. Veramay sign Contract Number 05-5003 on behalf of the Board of County Road Commissioners of the County of Calhoun.
OTHER BUSINESS
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the January 25, 2005 accounts payable for $297,744.75. Voice vote: Motion carried.
Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve the January 19, 2005 payroll for $140,735.93. Voice vote: Motion carried.
Mr. Randolph provided the Board with the following information:
The weather has been pretty good. We are pothole patching and doing tree work.
The weight limits will go into effect possibly February 21, 2005
The Roadsoft program has been updated and he has run reports for Convis and Marshall Townships and is working on Marengo today
He displayed Michigan Railroad Association Map of all railroad routes and information for Michigan
Regarding water over the road areas; we have ordered “Water over the Road” signs that will fold down when not needed, for areas that are always a problem. Other areas we will work with the Drain Commission to see if we can eliminate some of them.
He displayed a chart with addressing distribution by township volume
He displayed a chart showing staff changes. County vehicles and staff assigned to them have been reduced.
He displayed a chart showing 2003/2004 roadwork by neighboring counties compared to CCRC
The boom mower did 138 miles in 2004. Jim Russell is putting together a schedule for 2005.
The insurance claims are reviewed by the Employee Safety Committee to try to keep claims and costs down.
Tom Frank, Albion Township Supervisor, asked if he could have a copy of the neighboring counties comparison chart. Mr. Randolph said he would like to put additional information into it before it is distributed. Mr. Frank asked if any of those counties received additional county funds each year. Mr. Randolph replied that some receive quite a lot of county funds; many road commissions receive more township funds than we do. Mr. Frank asked about the Roadsoft information for Albion Township. Mr. Randolph said he is just getting started with that and will do all of the townships.
Robert Brownell, Marengo Township Supervisor, asked why CCRC does not mow crops back if they are in the right-of-way. Mr. Randolph stated that we have started to do that more and more.
Jessica Fleming, Pennfield Township resident, stated that she had three concerns to voice:
McAllister Road at Bellevue Road intersections reconstruction was not thought out properly and the person(s) responsible need to admit their error. It is not plowed correctly now either. Mr. Randolph said the intersection was a large wide open intersection which was unsafe. We put in an island and made a right turn area which is much safer. Commissioner Veramay said we will look at it.
Pothole patching is an issue. Sealcoating is not good for vehicles. How long do you fill holes before the road caves in? Why don't you fix the roads properly?
She came upon the patching crew without warning on a curve and thinks there should have been a lane closure and signage out warning the motorists. Joanna Johnson will look into it.
Eugene Hamaker, Marshall Township Supervisor, said he still wants a flasher signal at Verona Road and 15 Mile Road.
Joseph Bramble, Convis Township resident, said he has listened to complaints for years, but most people will not do anything about it. They need to take action and get things done.
Angela Kline provided a new Specifications and Standards Book to all Commissioners. This will be available on the website, too.
The next regular meeting of the Calhoun County Road Commission Board is scheduled for Wednesday, February 16, 2005 at 9:00 a.m. There being no additional business before the Board, Chairperson Travis adjourned the meeting at 10:23 a.m.
