The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, November 17, 2004 at 10:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

PRESENTATION

Deputy Steven Hinkley, Accident Investigator for the Calhoun County Sheriff's Department, gave a presentation on new software made available by the Calhoun County Board of Road Commissioners to the Calhoun County Sheriff's Department.

Deputy Hinkley explained that he works closely with the Calhoun County Road Commission at crash scenes to develop data and handle follow up work. He has been an officer for 15 years and with the Sheriff's Department for approximately 13 years. His full time position is accident investigation and reconstruction of fatal crashes. Some county road commissions do not have accident investigators. Those that do are contacted by dispatch in the event of a fatal traffic crash. The road commission accident investigator is at the scene to answer questions. Deputy Hinkley emphasized the excellent relationship he has with the Calhoun County Road Commission.

The crash data retrieval system that is used by Deputy Hinkley is similar to a surveying station. CCRC helped purchase this piece of equipment that the Sheriff's Department continues to update year after year. It can do approximately 150 measurements in 90 minutes, which allows for roadways to be opened sooner, and accurate measurements and data.

Deputy Hinkley explained that the Diagnostic Link Connector is one data retrieval method. General Motors and Ford Motor Company have installed Diagnostic Link Connectors in their vehicles since 1996. Information from this connector can be downloaded and shows the vehicle speed, engine speed, percent throttle, brake switch status, seatbelt status, etc. He emphasized the importance of technology and equipment such as the crash data retrieval system for accident reconstruction using three-dimensional video animation that is based on physical evidence and factual information.

In closing, Deputy Hinkley reiterated the excellent working relationship between CCRC and the Sheriff's Department.

Dennis Randolph provided maps on locations of fatal crashes in Calhoun County.

REGULAR MEETING

Chairperson Chester Travis called the meeting to order at 10:06 a.m. There being no additions or corrections to the regular meeting minutes of November 3, 2004, they stand approved as printed and distributed.

COMMUNICATIONS

Dennis Randolph asked that the Resolution from Clarence Township regarding restriction of truck traffic on 24 Mile Road between L Drive North and V Drive North and the Resolution from Lee Township on the same subject be added to the agenda under New Business.

UNFINISHED BUSINESS

Approve the abandonment of Alley in Greenfield Park Annex between Pennfield Avenue and Cooper Avenue, Section 33, Pennfield Township. It was noted that this had been previously approved on April 7, 2004 per a township resolution but was not filed at the clerk's office within the 30-day timeline. Dennis Randolph explained that this is an information item at this time and will be brought back as New Business at the next meeting.

NEW BUSINESS

Moved by Commissioner Veramay and supported by Commissioner Travis to approve Resolution 2004-11: National Drunk and Drugged Driving (3-D) Prevention Month 2004. Voice vote: Motion carried.

Resolution 2004 – 11

National Drunk and Drugged Driving (3-D) Prevention Month 2004

WHEREAS , each year impaired driving leads to one death every 30 minutes and one injury every two minutes resulting in over 17,000 killed and more than 258,000 injured in the United States; and

WHEREAS , 1.4 million people are arrested nationally each year for impaired driving; and

WHEREAS , the “You Drive & Drive, You Lose” national campaign was created to address this public health and traffic safety problem; and

WHEREAS , together, campaign partners nationwide are working toward a goal of reducing impaired driving fatalities; and

WHEREAS , designating a sober driver or finding another safe ride home are effective methods to lessen the hazards to others using the highways;

NOW, THEREFORE BE IT RESOLVED that the Calhoun County Road Commission proclaims December 2004 as National Drunk and Drugged Driving (3D) Awareness Month.

BE IT FURTHER RESOLVED that the Calhoun County Road Commission encourages others in the community to recognize these campaigns and to promote awareness of impaired driving issues by the general public.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve Resolution 2004-12: Authorization to sell Garfield Gravel Pit Property. Voice vote: Motion carried.

Resolution 2004 – 12

WHEREAS , in accordance with Policy #88 – Property Sale Policy, dated August 20, 2003, Calhoun County Board of Road Commissioners determined certain excess gravel pit property would be sold; and

WHEREAS , Carole S. Tabiadon, Deputy Managing Director and Clerk to the Board as designated on June 2, 2004 as the authorized signer on be-half of Calhoun County Board of Road Commissioners; and

WHEREAS , Calhoun County Board of Road Commissioners approved selling Garfield Gravel Pit property though public auction using Re/Max Landmark Realty Company.

WHEREAS , the public auction of Garfield Gravel Pit property was held on October 13, 2004 in accordance with all agreements.

NOW, THEREFORE BE IT RESOLVED that the Calhoun County Road Commission approves the final sale of Garfield Gravel Pit property scheduled to close November 17, 2004 at 1:00 p.m.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the CRASIF Authorization Example listing Pixie Coats and Joanna Johnson as contact persons for workers' compensation issues. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to award the bid for Garbage/Trash Removal and Disposal for Turkeyville Rest Area to B.F.I. Waste Services, per the attached bid tabulation sheet. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to award the bid for Lawn Maintenance for the Turkeyville Rest Area to The Highwaymen, per the attached bid tabulation sheet. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to award the bid for 2005-2007 Financial and Compliance Audits to The Rehmann Group, per the attached bid tabulation sheet. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the Calhoun County Board of Road Commission Proposed 2005 Budget. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the Resolutions from Clarence Township and Lee Township regarding restriction of truck traffic on 24 Mile Road between L Drive North and V Drive North. Commissioner Veramay inquired if this would affect the collection facility. Dennis Randolph responded that it would not and trucks would be allowed to go to the site. Voice vote: Motion carried.

OTHER BUSINESS

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the November 10, 2004, Accounts Payable for $601,127.87. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Travis to approve the November 10, 2004, Payroll for $137,826.88. Voice vote: Motion carried.

MANAGING DIRECTOR'S REPORT

Mr. Randolph provided the Board with the following information:

•  Paving operations are complete.

•  The brine collection areas are finished.

•  We are preparing for winter operations – salt bins are ready.

•  Filling potholes.

•  Closing out the year and getting ready for next year's federal aid projects.

Eugene Hamaker, Marshall Township Supervisor, said that he was glad that CCRC is ready for winter. He also commended Dennis Randolph on the presentation he gave at META.

Clarence Millard, Newton Township resident, said that he is reviewing the CCRC Standards Specifications book.

The next regular meeting of the Calhoun County Road Commission Board is scheduled for Wednesday, December 15, 2004 at 9:00 a.m. The December 1, 2004 meeting has been cancelled. There being no additional business before the Board, Chairperson Travis adjourned the meeting at 10:18 a.m.
