The regular meeting of the Board of County Road Commission of the County of Calhoun was held

Chairperson Travis called the meeting to order at 9:51 a.m.
MINUTES
Chairperson Travis stated that there being no additions or corrections to the regular meeting minutes of November 2, 2005 they stand approved as printed and distributed. Voice vote: Motion carried.
COMMUNICATIONS and RESOLUTIONS
Received Resolution 2005-07 from Sheridan Township requesting that Calhoun County Road Commission prohibit under MCL 257.726 Commercial Trucks over 10,000 pounds on secondary roads currently posted, and all future posted roads, and therefore amend the current resolution.
Received Resolution 10/13/05/34 from Bedford Township for No-Through Commercial Trucks over 10,000 pounds on Holly Road, Valhalla Heights Subdivision and Walker Road, Valhalla Heights Subdivision.
Received Resolution 30-2005 from Marshall Township for No-Through Commercial Trucks over 10,000 pounds on H Drive N between Verona Road & 11 Mile Road and L Drive N between 12 Mile Road & 14 Mile Road.
Received a proclamation request from BCATS for Calhoun County Road Commission to designate December, 2005 as "National Drunk and Drugged Driving (3D) Prevention Month.
NEW BUSINESS
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the November 10, 2005 accounts payable for $470,091.02. Voice vote: Motion carried.
Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve the November 9, 2005 payroll for $130,950.36. Voice vote: Motion carried.
Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve Traffic Control Order 05-00-003. Voice vote: Motion carried.

H Drive N between Verona Road & 11 Mile Road, Marshall Twp
L Drive N between 12 Mile Road & 14 Mile Road, Marshall Twp
D Drive N between 28 Mile Road & 30 Mile Road, Sheridan Twp
C Drive N between 28 Mile Road & 29 Mile Road, Sheridan Twp
J Drive N between 20 ½ Mile Road & 28 Mile Road, Sheridan Twp
Holly Road, Valhalla Heights Subdivision, Bedford Twp
Walker Road, Valhalla Heights Subdivision, Bedford Twp
County roads under the jurisdiction of the Calhoun County Road Commission; and
WHEREAS , under the authority granted in accordance with Section 257.75/257.726 of the Vehicle Code of the State of Michigan, the Calhoun County Road Commission can prohibit or otherwise limit commercial truck traffic; and
WHEREAS , townships noted above have indicated the need for restrictions of commercial truck traffic due to the nature of the roadway and the type of land use along above roads. The Calhoun County Road Commission has reviewed conditions along above roads and concurs the township.
NOW THEREFORE BE IT RESOLVED : that the Calhoun County Road Commission designates roads listed above in Calhoun County Michigan to be restricted as "No Thru Trucks over 10,000 pounds" .
BE IT FURTHER RESOLVED, to rescind all prior Traffic Control Orders regulating these instructions.
BE IT FURTHER RESOLVED, that signs will be erected to give notice of the regulation hereinbefore established; and
BE IT FURTHER RESOLVED, that certified copy hereof be filed with the County Clerk of the County of Calhoun, Michigan.

RESOLUTION
CALHOUN COUNTY ROAD COMMISSION
2005-21
National Drunk and Drugged Driving (3-D) Prevention Month 2005
WHEREAS , each year impaired driving leads to one death every 30 minutes and one injury every two minutes resulting in over 17,000 killed and injure hundred of thousands more every year in the United States; and
WHEREAS , 1.5 million people are arrested nationally each year for impaired driving; and
WHEREAS , the December holiday season is traditionally one of the most deadly times of the year for alcohol-impaired driving; and
WHEREAS , according to the National Highway Traffic Safety Administration, based on the current rates, three in every ten Americans will be involved in an alcohol related crash at some point in their lives; and
WHEREAS , organizations across the nation are joining together to promote the "You Drink & Drive. You Lose." And the "This Holiday Season, If You Catch a Buzz, Catch a Ride." National public awareness campaigns and law enforcement initiatives; and
NOW, THERFORE BE IT RESOLVED THAT , the Calhoun County Road Commission proclaims December 2005 as National Drunk and Drugged Driving (3D) Awareness Month.
BE IT FURTHER RESOLVED that the Calhoun County Road Commission encourages others in the community to recognize these campaigns and to promote awareness of impaired driving issues by the general public.
Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve the Calhoun County Board of Road Commission Proposed 2006 Budget. Voice vote: Motion carried.
MANAGING DIRECTORS REPORT
Mr. Dennis Randolph, Managing Director provided the Board with the following information:
Mr. Randolph noted November MTF check had a 5.86% reduction. Mr. Randolph stated that next year should be comparable to this year.
Mr. Randolph reviewed the chart on the payroll cost trend and the importance of managing overtime.
Maintenance:
- We continue to do road repairs and are keeping pothole crews out every day
- A review of service requests show our level of calls to be typical of early fall conditions. We continue to receive more Dead Deer than Pothole calls.
- Continue vehicle maintenance, doing routine check ups and preventative maintenance
- Preparing trucks for winter season
- Continue culvert replacements and repair
- Grading shoulders and drop-offs
Construction:
- Completing work on Wattles Road, pavement marking and reviewing items with contractor
Engineering
- Soil erosion permit inspections
- Driveway permit inspections
- Continue design work on Custer Bridge for letting next year
- Coordinate work with Pennfield HS designer and widening of Pennfield Road
- Conducting numerous studies for safety around County
- Continue Roadsoft evaluations of all roads in Calhoun County
This Coming Week
- Continue road repair work across the County
- Soil erosion and driveway permits
- Continue spending significant time on trunkline maintenance
Special Studies
- B Drive South and 8 Mile Road
COMMISSIONERS COMMENTS:
Commissioner Monaweck asked about the shoulder washouts on H Drive N, east of 4 Mile Road. Mrs. Kline noted that rip/rap would be going in those areas. He also noted some vandalism where barrels are in the water on 15 Mile Road at the bridge. He asked if anyone turned in a service request or noted that they need to be picked up. Mr. Randolph noted they would be picked up. Commissioner Monaweck noted he hopes employees are not being complacent and are noting these types of issues as they go around the County.
