Board of County Road Commissioners Meeting Minutes
The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, October 6, 2004 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Chester Travis called the meeting to order at 9:00 a.m. There being no additions or corrections to the regular meeting minutes of September 15, 2004, they stand approved as printed and distributed.
COMMUNICATIONS
Resolution from Clarence Township regarding special assessment district for paving Charlotte Landing
Letter from Michigan Department of Transportation regarding Section 352 of Public Act 162 of 2003; reporting of All-Season Roads
Moved by Commissioner Veramay and supported by Commissioner Travis to approve the September 24, 2004 accounts payable for $133,727.69. Voice vote: Motion carried.
Moved by Commissioner Veramay and supported by Commissioner Travis to approve the September 15, 2004 payroll for $134,793.96. Voice vote: Motion carried.
Moved by Commissioner Veramay and supported by Commissioner Travis to approve the September 29, 2004 payroll for $137,622.23. Voice vote: Motion carried.
MANAGING DIRECTORS' REPORT
Mr. Randolph provided the Board with the following information:
The cash balance report is on track for the end-of-year budget
We received $732,000 in Michigan Transportation Funds this month which is an 8% increase, primarily due to trailer registration fees. This is a one-time only fee. We will budget the same revenue for 2005 that we did for 2004, as the increase cannot be depended upon to continue.
We have completed 146 miles of chip & seal this year. We try for a 9 year rotation on our roads.
Paving is still going on; we should have about 20 miles this year.
We are spraying roadsides, mowing, patching, shoulder grading and maintenance, boom mower and brush chipper and the asphalite machine are all doing routine maintenance right now.
Erin Cummings, Permit Agent, will give a Right-of-Way presentation immediately following this meeting.
There was a newspaper article recently regarding the air quality in Calhoun County. We will receive $650,000 of CMAQ funds this year for bus transit; intersection improvements; additional lanes, all to address traffic congestion problems. BCATS will assist with studies and coordination of projects.
He has received a number of calls regarding the Beadle Lake Road at B Drive North traffic signal. School kids are running the red lights. The studies do not warrant a left turn lane or additional changes there. It is strictly a law enforcement issue; however if Harper Creek Community Schools will pay for it; he is willing to make the changes. Without warrant Calhoun County Road Commission cannot pay for it.
We will be getting ready for winter. The equipment is in good shape. We will be bringing salt in near the end of October.
Commissioner Veramay said he has driven around and looked at the work being done; it looks very good … please let the crews know.
Eugene Hamaker, Marshall Township Supervisor, said they did an exceptional job in Kesselwood. He agrees with Commissioner Veramay. The county roads look good overall. Mr. Randolph said that work was a slurry seal; we also did some in Emmett Township.
Joseph Bramble, Convis Township resident, said the roads are in good shape.
Alice Godde, Pennfield Township Trustee, asked why there were not more speed limit signs on McAllister Road. They still have trucks using the “No Thru Trucks” route. Mr. Randolph said he will have Hershel Stacy, Sign Shop Supervisor, check the signs. Ms. Godde said the intersection of McAllister Road and Bellevue Road has awful wrecks and it has gravel in it. Mr. Randolph said this intersection is to be reworked later this month.
The next regular meeting of the Calhoun County Road Commission Board is scheduled for Wednesday, October 20, 2004 at 9:00 a.m. in their office at 13300 Fifteen Mile Road, Marshall Michigan.
There being no additional business before the Board, Chairperson Travis adjourned the meeting at 9:32 a.m.
