Board of County Road Commissioners Meeting Minutes


The regular meeting of the Board of County Road Commissioners of the County of Calhoun was held Wednesday, January 19, 2005 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairperson Travis called meeting to order at 9:00 a.m. He stated that there being no additions or corrections to the regular meeting minutes of January 5, 2005 they stand approved as printed and distributed.

NEW BUSINESS

Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve Resolution 2005 – 01; Designate the Week of February 13 – 19, 2005 as Child Passenger Safety Awareness Week . Voice vote: Motion carried.

Resolution 2005-01

To designate the week of February 13 – 19, 2005, as

Child Passenger Safety Awareness Week

WHEREAS, February 13 - 19, 2005 has been declared National Child Passenger Safety Awareness Week ; and

WHEREAS, the best thing families can do to safeguard the health and well being of their children is to establish safety habits that set a pattern for safety for the rest of their lives, and

WHEREAS, even though child passenger protection laws in Michigan and all other states, and the District of Columbia, require proper restraints and safety belt use for children, many children are still not properly restrained; and

WHEREAS, Michigan has more stringent child restraint laws requiring children to be in child seats until 4 years of age and buckled up regardless of where they sit in the vehicle until 16 years of age; and

WHEREAS, parents, guardians and caregivers must make sure that children under age 13 always ride in the back seat of vehicles, buckled up or properly installed in child safety seats/booster seats/seat belts, as appropriate, away from front seat air bags.

NOW, THEREFORE, WE The Calhoun County Road Commission do hereby proclaim support for National Child Passenger Safety Week , and we urge all citizens to buckle up every child properly in an approved restraint, or seat belt, as applicable, every time a child rides in a vehicle. Let us all help spread these important child safety messages. We call upon all citizens, government agencies, public and private institutions, businesses, hospitals, and schools in Calhoun County to observe this week with appropriate resolutions and ceremonies.

Moved by Commissioner Veramay and supported by Commissioner Monaweck to award the 2005 Bituminous Paving Material Bid to all Bidding Vendors (in the best interest of the Calhoun County Road Commission) per attached bid tabulation sheet. Voice vote: Motion carried.

Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve the January 10, 2005 accounts payable for $637,686.39. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve the January 5, 2005 payroll for $138,360.46. Voice vote: Motion carried.

Mr. Randolph provided the Board with the following information:

•  We have 43 out plowing snow today; the night crew stayed out until 6:00 am and the daytime drivers started early

•  He displayed a chart indicating rain events so far in 2005 which is over 3”. Recent rain events caused some flooding due to frozen ground. We will look at those areas in the spring to clear and repair culverts, as needed.

•  He would like to look at weight limits posting around Valentines Day

•  The two MDOT letters are regarding signals rejected for Marshall Township intersections. He has sent F.O.I.A. request to MDOT for their study information to compare to ours (MDOT requires F.O.I.A.). He will pursue this, as the signals are necessary. Commissioner Veramay said he would like to see legislative representatives informed of this, he thinks that F.O.I.A. to MDOT is excessive. We should be partners; we do not require one from them for information they request from us.

•  Steve Ball was on call over the 8 th and did a nice job with the snow

•  The crews have been concentrating on potholes and trees, when not plowing snow

•  He has two Memorandum of Understanding ready to sign with the County

•  The County Planning Agreement which the County pays us $118,000

•  The Sheriff Work Crew Agreement which we pay the County $122,000

•  The Glen Cross extension plan was displayed. If the Highway Bill passes we should be able to proceed in 2006. We can begin with the acquisition of the property prior to that.

•  The Custer Road Bridge project is moving toward final design

•  There is CMAQ funds for the Verona Road at Wattle Road intersection

•  The H Drive South Phase II project will be bid in March and construction in 2005

•  The Wattle Road Bike Path project should be 2005 construction

•  Emmett Township has approved a paving project for 2005

•  Shoulder work will be a priority in 2005

•  Most roadwork materials have been bid for this years work

•  He would like to start chip & seal at the end of June through Labor Day; paving prior to chip & seal; then in September for State work

Tom Frank, Albion Township Supervisor, asked about MDOT response to weight limits posting on M-99. Mr. Randolph said that MDOT has indicated weight limits will not be posted on M-99 from now on. Mr. Frank asked about the status of the signal request for M-99 at F Drive South from MDOT. Angela Kline will check on it.

Robert Brownell, Marengo Township Supervisor, asked about the Road Commission petitioning the Drain Commission to make Rice Creek a county drain. Mr. Randolph said absolutely not; we are not involved in that area and he doesn't like that idea.

The next regular meeting of the Calhoun County Road Commission Board is scheduled for Wednesday, February 2, 2005 at 9:00 a.m. There being no additional business before the Board, Chairperson Travis adjourned the meeting at 9:36 a.m.
