The regular meeting of the Board of Public Works of the County of Calhoun was held Wednesday, July 19, 2006 in their office located at 13300 Fifteen Mile Road, Marshall, Michigan.

Chairman Veramay called the meeting to order at 10:16 a.m. There being no additions or corrections to the regular meeting minutes of June 21, 2006 they stand approved as printed and distributed.
DIRECTOR’S REPORT
Mrs. Johnson asked the following citizens from the Duck Lake sub-committee to introduce themselves. Mr. Randolph noted the Duck Lake Plan is 95% completed. The cost estimates are in and they look good. Completing the Rural Development Authority (RDA) application.
Mr. Randolph stated that Mr. Henning and Miss Eichorst are in Chicago attending a finance class on how to manage the EPA money for Brownfield sites that we have received. We have sent in our work plan to the EPA and it is approved with just some minor comments that need to be taken care of. On Friday Mr. Randolph is meeting with Greg Purcell on the Brownfield grant. We have some money in that study to identify Brownfield sites around the county for Phase I studies and may have money for Phase II studies.
Mr. Randolph stated that we need to negotiate a new agreement with the County on Solid Waste. This needs to go through the Administrator and the County Commissioners. On Friday I am meeting with them to go over this issue.
COMMISSIONER’S COMMENTS
Commissioner Monaweck asked what are the Brownfield sites in our County, like the site Mr. Frank has in his township. Mr. Randolph stated that Mr. Frank has a site that was used as a dumping area. Mr. Randolph said that Clarence Township also has a potential site. Mrs. Johnson stated that the EPA defined those sites as an abandoned and/or contaminated or potentially contaminated waste sites. Commissioner Monaweck asked if we are contacting the townships to make them aware of this. Mr. Randolph said that this is part of the process.
Commissioner Travis asked if the compost center is going to be working with the city. The Solid Waste Committee didn’t support it but the Road Commission has interest in support.
Commissioner Veramay talked about the agreement the County has with the Solid Waste Committee. According to Act 641, the Solid Waste Act, the County will have to have this committee whether or not they get money from BFI. For the last 25 years the Solid Waste Committee has felt that the dump will be closing at any time and it hasn’t.
CITIZEN’S COMMENTS
Mr. Taylor stated that Mr. Randolph invited them to the Board meeting. Normally we just meet with Mr. Randolph because we don’t have any issues that need to be resolved by the Board. Mrs. Johnson stated that she would be more than happy to meet with them and to answer any questions they may have.
Mr. Taylor asked if we had anything back from the testing. Mrs. Johnson stated that from her understanding we haven’t received anything back, but would verify.
Mr. Kirchmeier stated that he had kodo’s for Mr. Randolph. They wanted to thank him for all the time and effort he has put into this project, plus the work he did on the design.
The next regular meeting is scheduled for Wednesday, August 16, 2006 immediately following the 9:00 a.m. Board of Road Commissioners meeting. There being no additional business before the Board, the meeting was adjourned at 10:46 a.m.
